Like Italy and Japan at that time, Germany was led by fascists who believed in extreme nationalism and a totalitarian dictatorship controlling nearly all aspects of society. But unlike the totalitarian communist regime in Russia, fascists appealed to business interests by allowing free enterprise and private property.
